Frequently asked questions in the telephone service during summer time
In the summer, our telephone service is congested from time to time. Before calling the telephone service, we recommend reading this article where we have compiled general questions asked in telephone service. You may thus avoid queuing for our telephone service.
When can I send my first application?
As a general rule, the first application can be submitted when there are at least two full calendar weeks of unemployment. However, an exception has been made to this during the summer, so that if your employment relationship has ended on 3 June 2023, you can submit the first application as early as 12 June 2023. In this case, the application must be from the period 4 June 2023 to 12 June 2023 (six working days).
If you have worked part-time and applied for adjusted daily allowance during the employment relationship, continue to apply for daily allowance according to your normal application rhythm even after the employment relationship has ended.

What attachments are needed?
All the necessary attachments will only become clear when the application is processed, as the situations of the applicants vary greatly. However, the most common attachments
that we need are:
- employment contract of the employment that has ended. If you do not have a written employment contract, please enclose your employer’s description of the general terms of your employment. For example, the fund needs information on the duration of the employment relationship, the reason for termination (fixed-term/dismissal/resignation), agreed weekly working hours, grounds for determining the wages or salary, and your duties. Check that the report you submitted includes this information.
- If you have been paid wages based on hours worked, submit a weekly report on the hours worked. The report on weekly hours must cover at least 26 weeks before your unemployment that meet the employment condition. You can find the weekly hourly report forms on our website under Forms.
- If you are paid a pension or other benefit affecting earnings-related daily allowance, submit the benefit decision and the latest notification of the amount of benefit
- If your spouse is paid child home care allowance, submit a report form on the child home care allowance paid to the spouse. You can find the form under section Forms.
- If you are self-employed part-time, submit the latest confirmed personal tax decision and itemisation
- If you work through an invoicing service, submit a calculation of fees paid during the application period

What additional information is my application pending for?
Letters requesting additional information will not appear in Openetti until the next working day after they have been sent, so it is advisable to check Openetti again the following day to see if the letter requesting additional information has arrived. If you have not received a request for further information within the next business day, you can ask us by sending a message in Openetti or calling to our telephone service.
Are my membership fees in order?
If you belong to the Fund through a trade union, the membership fee of the unemployment fund is included in the membership fee of the union. Unfortunately, we cannot advise on union membership fees. If you have any questions about your membership fees, please contact your trade union’s member service directly. This also applies to union members who pay their membership fees themselves. Also trade union membership services (e.g. OAJ) can be congested, so please wait for an answer.
If you are an individual member of the Unemployment Fund for Education and Science (and you are not a member of the union), you can contact the fund about membership fees. The majority of individual members’ membership fee bills for 2023 were sent on February 2023. However, if you have not received a membership fee invoice, please contact us via Openetti messages.
What’s the status of my application?
You can check the front page of our website to see what day we are currently processing
applications. Unfortunately, even in the telephone service, we cannot give a more accurate estimate of the date on which your application will be processed. The processing time is inevitably influenced, for example, by the number of applications received by the Fund on the day.

Why has my salary been adjusted when my work has already ended?
Salaries from part-time work (working hours up to 80% of full-time employee’s working time) or full-time work lasting up to two weeks are adjusted. Holiday bonuses and allowances are also adjusted in these cases.
The revenue shall be adjusted if the pay date of the salary is during the adjustment period. Therefore, even if the working hours have already stopped, the income from work can be adjusted if the payment date is during the adjustment period. The adjustment period to be set for the applicant shall be examined in connection with the processing of the application. The determination of the adjustment period depends on several factors, so the examples below apply only to those cases.
Person A has worked 78% working time in an employment relationship that ends on 4 June 2023. A applies for earnings-related allowance starting from 5 June 2023. In this case, A’s adjustment period has been set to be 5.6.2023 – 4.7.2023. A will be paid the last salary for the employment relationship on 15 June 2023. This salary is adjusted because the pay date is during A’s adjustment period.
B has worked full-time and this works ends on 3.6.2023. In addition to B’s full-time work, B has had a part-time job that has ended on 31.5.2023. The last salary from part-time work is paid 15.6.2023. B applies for the allowance starting from 4.6.2023. In this case, B’s adjustment period has been set to be 1.6.2023 – 30.6.2023. All the salaries from the part-time job that have been paid during 1.6.2023 – 30.6.2023 are adjusted. Salaries from the full-time work are not adjusted.
Why is Openetti’s salary information not up to date?
The Incomes Register data we have in the Fund is updated only when the application is submitted to the fund. For this reason, Openetti may not yet show salary information at all or at least your latest salary information.
