Temporary
changes to unemployment security has been made due to Covid-19 pandemic throug
the year. Some of the legislative changes has ended and some will remain in
effect until the end of the June.
Summary of
the amendments in force until 30 June 2021:
- The standard entitlement of the daily allowance
is 500 euros per month when the application period begins no later than 30 June
2021. For a four-week period, the standard entitlement is 465 euros. The term
‘standard entitlement’ refers to the amount of money you can earn without it
affecting your daily allowance.
- Persons who work full-time may receive a
mobility allowance (also called the commuting and relocation allowance) if the
commute takes two hours. This applies to employment relationships that start no
later than 30 June 2021.
- The fund may make advance payments during 6
months if there is a risk that the processing times could become unreasonably
long.
- The special adjustment period and calculated
earned labour income will not be applied until 30 June 2021.
- Self-employed persons can receive labour market
subsidy from Kela if their business income has decreased as a result of the
coronavirus epidemic. This amendment will remain in force until 30 June 2021.
Many
temporary changes were made to unemployment security in 2020. Some of these
changes expired end of the year 2020. As a result, starting from 1.1.2021:
- We can no longer pay for
the five days self-liability period, if the self-liability period starts
on 1.1.2021 or later.
- Earnings-related
allowance can be granted after six months work (26 calendar weeks),
instead of 13 weeks. If earnings-related allowance is granted on 31 of
December at the latest, a shorter employment condition can be used.
- Maximum number of
earnings-related allowance days (300-500 days) will be counted .
- Entrepreneurship will be
investigated in the TE Office, if you are temporarily laid-off.
However, studies will not be investigated in the TE Office, if you
are temporarily laid-off. this is valid until the end of 2021.
- Right to unemployment security
can be decline in the following cases: job seeker has not made a
employment plan in the TE Office’s online service or job seeker has
dropped out from a service.
- Short-time studies can not be
extended beyond 6 months. If these studies are full-time studies.
- Independent studies is no
longer given extra time, if the studies have been delayed due to
coronavirus. The progress of studies is monitored in the normal way.
