The Finnish Parliament has approved an amendment to extend the temporary
changes to the Unemployment Security Act until the end of the year.

The amendments concern temporary exceptions to unemployment security.
The previous end date for the exceptions was 31 October 2020. The exceptions
are:

–
 A standard
entitlement of 500 euros applies when the application period begins by 31
December 2020. If the application period begins on or after 1 January 2021, the
standard entitlement is 300 euros.

–
A mobility allowance for full-time employees may be
granted if the commute to work is longer than 2 hours and the employment
relationship begins by 31 December 2020.

–
The special adjustment period and calculated earned
labour income no longer apply. For application
periods that begin by 31 December 2020.

–
Business income is adjusted based on the applicant’s
report if there have been changes in business income due to COVID-19. For
application periods that begin by 31 December 2020.

–
Paying the advance payment. The Fund may make advance
payments if wait times are excessively long.

In addition, other temporary changes to unemployment security were
extended in the summer to apply until the end of 2020. These include suspending
the maximum payment period until the end of the year and lowering the required
period of employment for earnings-related allowance to as little as 13
weeks.
